Freeman Tsui, CEO

Freeman Tsui joined General Human Outreach in the Community, Incorporated in 2013. Mr. Tsui has over 30 years of experience in managed
health care. He began his career in 1983 working for Altcare Corporation, a healthcare consulting firm in Minnesota specializing in long term care. He later worked for a managed care actuarial firm called Health Economics in Pennsylvania as a rate consultant. With the Medicaid and Medicare experience that he gained from Health Economics, he worked for several prepaid managed care organizations including Healthnet as Director of Actuarial Services and Analysis, Chinese Community Health Plan in California as Director of Operations, United/AmeriChoice Health Plan in Pennsylvania as Director of Provider Contract Management, CareSource in Ohio as Director of Actuarial Analysis, HealthMarkets in Philadelphia as Director of Financial Operations, and Central Health Plan of California as Interim CFO/COO, and then BeneCard Services, which was an IT development company in
Pennsylvania, as Director of Government Program Reporting and Reconciliation. Additionally between 1996-1998, he served as the CEO with a non-profit organization called Community Health Network which was a provider network (IPA) on behalf of seven Federally Qualified Health Centers servicing 175, 000 patients in Philadelphia.

Mr. Tsui holds a Master in Business Administration, Bachelor in Accounting, and is a fellow in Employee Benefit Specialist.

Vicki Chan, Assistant Executive Director

Vicki Chan is the Assistant Executive Director at General Human Outreach in the Community, Incorporated. She has over 25 years of experience in the human service field. Prior to joining GHO, Miss Chan worked with social service agencies to provide case management service to mental health service recipients, child abuse prevention care to immigrant families, behavioral services to individuals with intellectual and/or developmental disabilities, and quality assurance oversight for mental health services. She joined GHO in 2005. During her tenure, Miss Chan has secured RFP approval to expand Community Habilitation, Day Habilitation, Family Support Services Reimbursement Program, and started the Family Support Services Psychological and Psychosocial evaluation program. Miss Chan also has experience with Residential Program, and Behavioral Services. She currently leads the Community Habilitation Program and the Day Habilitation Program at GHO. Miss Chan holds a Master in Public Administration, a Master of Arts in Psychology, and a Master of Arts in Chemistry.

Robert Tong, Deputy Director

Robert Tong is the Deputy Director for General Human Outreach in the Community Inc. (GHO). The majority of his work experience has been in the non-profit sector working with the intellectually disabled population. In his current capacity, Robert is the head of the Human Resources Department at GHO. He is responsible for implementing human resource management strategies that enable GHO to recruit, train, and retain a highly motivated and experienced workforce. Robert specializes in recruiting, retention and assisting employees, talent management, staffing, employee benefits, employee relations, policies development and training and development. In addition to his current role, Robert is also responsible to oversee and manage the Medicaid Service Coordination program and the Family Support Services program. Mr. Tong has a MBA degree in Management from Long Island University and also a BBA degree in Marketing from the University of Iowa. He is PHR certified and has been working in the field of Human Resources for over 28 years.
